Bylaws

Shortly after its organization, the Health Physics Society (the Society) established a committee to study the need for certification of health physicists and to develop the certification process as appropriate. After an intensive study, the committee recommended an American Board of Health Physics (ABHP) be established to develop standards and procedures, to examine candidates, and to issue written proof of certification to individuals who have satisfied the requirements established by the ABHP. The Board of Directors of the Society decided these recommendations had merit and appointed a temporary ABHP on November 8, 1958.

The temporary ABHP developed a set of minimum requirements for certification after carefully reviewing the professional background of 100 selected individuals believed to be representative of those recognized as competent health physicists, and submitted them to the membership of the Society for comment. At the Annual Meeting of the Society in June 1959, the matter was discussed in an open meeting and there was general support for the plan. The Board of Directors of the Society formally established the ABHP by approving an amendment to the Bylaws of the Society on October 29, 1959. The ABHP was incorporated in the State of New York in December, 1960.

The ABHP Certification Program has been evolving throughout its history. In 1977 a continuing Certification Program was initiated. By 1981 the program had grown to the point an Executive Secretary was hired to carry out the day-to-day efforts and to maintain the permanent records.

The size and maturity of the certification program prompted the ABHP to suggest a further step in this evolving process. In response to the ABHP's belief that the growing body of Certified Health Physicists (CHPs) should have more input and participation in the certification program, efforts were initiated in 1982 to create an American Academy of Health Physics. The Academy is not intended to duplicate the activities of the Health Physics Society. In 1994, the corporate structures of the ABHP and the Academy were consolidated.

In 1978, a specialty certification for Power Reactor Health Physics was developed. The Power Reactor Health Physics specialty certification was discontinued AAHP Bylaws – MARCH 2023 Page 2 of 22 in 1993. All persons previously certified in this specialty were recertified in the same manner as comprehensively certified CHPs. Since 1997, the roster of Active Certified Health Physicists has not indicated any dual or specialty certifications. To encourage participation in the certification program and recognize the attainment of Certification is a process of professional development, the Academy established an Associate Member category in 1991 to recognize those professionals who have successfully completed one part of the Certification Examination. In 2000 the Certification Examination Part II bank of questions was closed to the public. This was to allow for reuse of well-performing questions in further examinations.

In 2003 the requirement for a Bachelor’s Degree in a suitable field was added to certification requirements. This was to be consistent with the requirements in Title 10 of the Code of Federal Regulations Part 35 that a Radiation Safety Officer at a licensed institution possess a Bachelor’s Degree.

In 2017 the ABHP began offering the Certification Examination Part I as a computer-based examination offered nationwide at testing facilities in the weeks prior to the scheduled date for the Certification Examination Part II. This change allowed many candidates the opportunity to sit for the examination at their convenience without traveling and to have some separation between parts if sitting for both.

In 2020 the Academy and ABHP moved to an online recertification process, allowing diplomates to choose from already accepted continuing education activities and obtain approval for other activities. This improved the ease of such approval and the documentation of recertification activities in general. In 2022 the Academy added a new category of membership, Distinguished Membership, to recognize significant contributions of Academy members to the AAHP and/or ABHP and to profession of health physics, while maintaining high standards of integrity and ethics throughout their career.

Standards of Professional Responsibility for CHPs

These principles are the standards of professional responsibility for CHPs. By applying for and achieving certification, the Certified Health Physicist recognizes and assumes the following responsibilities. The Certified Health Physicist (CHP) shall:

  • Support and Improve the Profession of Health Physics
    • The CHP shall support the purposes of the American Academy of Health Physics (the Academy).
    • The CHP shall endeavor to advance the Health Physics profession by sharing information and experience with others and by contributing to the work of professional associations, schools, and the professional, scientific, and technical press.
    • The CHP shall not act in a manner that may bring the profession or the Academy into disrepute.
  • Provide Technical Competence
    • The CHP shall remain active in the field, strive to improve his/her professional knowledge, and endeavor to be aware of contemporary scientific, technical, and regulatory developments
    • The CHP shall practice only in areas of his/her expertise.
    • The CHP shall practice his/her profession following recognized scientific principles.
    • The CHP shall counsel affected parties factually regarding potential health risks and precautions necessary to avoid adverse health effects.
    • The CHP should accept opportunities to increase public understanding of radiation protection and the purposes of the Academy.
  • Act in the Public Interest
    • The CHP shall have due regard for the safety and health of hte public and of individuals who may be affected by his/her work.
    • The CHP shall not undertake any employment or consultation that is contrary to law.
    • The CHP shall not compromise public welfare and safety in favor of a private interest.
  • Maintain High Standards in Dealing with Others
    • The CHP shall maintain the highest standards of integrity and fairness in his/her professional interactions with employers, colleagues, workers, clients, government agencies and the general public.
    • The CHP shall not attempt to falsely injure the reputation of any person.
    • The CHP shall protect the sources and content of confidential communications or other confidential personal or business information obtained in the course of his/her practice, provided that such protection is not itself unethical or illegal.
    • Without the knowledge and consent of his/her client, the CHP shall not accept or offer commissions, allowances, or finder's fees, directly or indirectly, from contractors or other parties dealing with the client.
    • The CHP shall avoid circumstances where a compromise of professional judgement or conflict of interest may arise.
    • The CHP shall not knowingly take credit for the work of others and shall give credit where it is due.

Respectful Behavior Policy

I. PREFACE

The American Academy of Health Physics (AAHP) “advances the profession of Health Physics and encourages the highest standards of ethics and integrity in its members”.

Essential to this mission are the open exchange of ideas, freedom of thought and expression, and productive scientific debate, which require an open, diverse environment, free of bias and intimidation, built on dignity and mutual respect for all participants. As such, AAHP is dedicated to providing a safe, welcoming, and productive experience for everyone participating in Academy events and other Academy activities, regardless of age, color, creed, disability, ethnicity, gender identity and expression, marital status, military service status, national origin, parental status, physical appearance, race, religion, sex, sexual orientation, or any other status or condition.

AAHP will not tolerate harassment of or by participants in any form, including discriminatory harassment. Participants in AAHP activities who violate this principle are subject to disciplinary action up to and including forfeiture of membership in the Academy (see Section V).

II. DEFINITION OF HARASSMENT

Harassment is behavior that is hostile or offensive. Harassment includes, but is not limited to:

  • Verbal or written comments that are insulting, discriminatory, degrading, or threatening;
  • Verbal or written comments that are sexually graphic or sexually suggestive;
  • Unwelcome and targeted photography or recording;
  • Sustained disruption of talks or other events;
  • Deliberate intimidation, stalking, or following;
  • Display of offensive and/or suggestive objects, pictures, or graphics;
  • Initiation of inappropriate physical contact;
  • Unwelcome sexual attention, including flirtations or advances;
  • Advocating for, encouraging, or intentionally concealing any of the above behavior.

Harassment does not necessarily require intent to offend; harassment could include actions above that are intended to be jokes, "kidding" or "teasing", depending on the circumstances. Harassment does not include consensual personal and social relationships or conversations. Harassment also does not include third parties eavesdropping on conversations intended to be private, particularly for anonymous complaints.

III. EXPECTATIONS

All participants in AAHP events and other Academy activities are expected to treat other participants with professionalism and respect. Participants are expected to refrain from all harassing behavior toward any individual or group. Participants asked to stop any harassing behavior are expected to comply immediately.

Creation of a safe, respectful and welcoming environment is a shared responsibility held by all participants. Harassment and other violations of this policy reduce the value of participation for everyone, not just those on the receiving end. Participants who believe they are witnessing or experiencing harassing behavior are encouraged, though not required, to ask the offender to stop the unwelcome behavior by referencing this policy. Often, this action alone will stop the problem.

Participants are equally encouraged to exercise their option to leave a situation that makes them feel targeted, unsafe or uncomfortable, particularly in the case of a third-party eavesdropping on conversations intended to be private.

If you or someone else experiences harassment, regardless of how you otherwise choose to initially handle the situation, you are encouraged to report the situation to AAHP leadership. If you choose to do so, you have the option of reporting anonymously (see Section V). Please alert AAHP to behavior you feel to be harassment regardless of the offender’s identity or standing in the Academy.

Additionally, if you have an incident to report, please report it as soon as possible. The most effective method of resolving actual or perceived harassment is early identification and intervention. Timely reporting helps AAHP to take constructive action before relationships become irreparably damaged.

IV. POLICY APPLICATION

This policy applies to all AAHP members, affiliates, volunteers, and other event attendees, including speakers, sponsors, exhibitors, and vendors. This policy applies at all official AAHP events and other activities related to Academy business, such as training courses, committee and other business meetings, and public-speaking engagements. For in-person events, participants are expected to follow these rules at all event venues and event-related social activities. For remote activities, participants are expected to follow these rules in all nonphysical spaces associated with the activity (e.g., teleconferences, group emails, online comment threads, and any other work related to or sponsored by the Academy, written or oral).

V. REPORTING AND ENFORCEMENT

If you have an incident to report, you have several options. If you are at an in-person event, you may contact the designated person listed in the event program, or anyone in the AAHP leadership team (whom you may also contact for remote activities). The complaint and investigation will be handled with respect for the privacy and wishes of all involved and will be confidential (anonymous if desired) to the extent practical. Upon receiving a complaint, the matter may be further investigated by the Executive Committee and/or the AAHP president. Details of the complaint may later be shared with members of the Executive Committee, depending on the case. Individuals to be notified and actions to be taken will be discussed beforehand with the recipient of the harassing behavior, where possible.

Please note that AAHP believes in respecting the wishes of those directly involved in the incident. While you may report an incident if you are not the target of the harassing behavior, AAHP reserves the right to discontinue enforcement if it determines that no harassment existed, that the recipient of the behavior does not wish to further pursue a complaint, or that the information provided is not complete enough to allow an investigation to be made.

The AAHP also recognizes the seriousness of harassment charges, and the adverse effects such a charge can have on those accused of such behavior. Those accused of harassment have a right to defend themselves. While the AAHP will accept anonymous and/or third-party reporting as a sufficient basis to begin an investigation, every effort must be made to corroborate such reporting, and the accused must be afforded the opportunity to defend themselves. The burden of proof shall not be shifted onto the accused, i.e., it is not the responsibility of the accused to prove their innocence, but rather it is the responsibility of the AAHP to substantiate the charges. Charges based solely on anonymous and/or third-party reporting inherently compromise the right of the accused to defend themselves, and charges that cannot be corroborated and verified will be dismissed without prejudice or public disclosure.

Making false accusations of harassment (distinct from charges that ultimately cannot be verified) is a violation of Section D.2 of the AAHP “Standards of Professional Responsibility for CHPs”, “The CHP shall not attempt to falsely injure the reputation of any person”.

Disciplinary action for participants found to have violated this policy may include reprimand, expulsion from an event or activity with or without a refund, temporary or permanent exclusion from all AAHP events and activities, suspension or expulsion from volunteer leadership positions or groups, and/or suspension or forfeiture of Academy membership, as appropriate.

Complaints Regarding Violation of Standards

Violation of the Standards of Professional Responsibility Complaints

Per AAHP Standard Operating Procedure 2.7.1, Evaluation of Charges Alleging Violation of the Standards of Professional Responsibility for Certified Health Physicists, a complaint can be filed against a named Certified Health Physicist by any person who believes that a Standard has been violated. The complaint shall be in writing to the President of the AAHP.

A complaint shall include the five items identified below:

Standard: The complaint must identify the specific part or parts of the Standards of Professional Responsibility for Certified Health Physicists alleged to have been violated, and

  • Content: The complaint must identify the context of the alleged violation (e.g., legal proceeding, media presentation, private consultation, etc.), and
  • Conduct: The complaint must describe specifically the conduct alleged to be in violation of the identified standard(s), and
  • Relationship: The complaint must describe the relationship of the complainant to the named CHP, and
  • Confidentiality: The complaint must include the agreement of the complainant to keep the names of the parties and the conduct of the proceedings confidential.
